Yes.. its a good degreaser.. but for greasing you would want a thicker/more Viscous lubricant

Does this clean rust off chain?

Degreaser is designed to remove grease. If the rust is light, just washing it with a chain cleaning tool, will brush off the rust. If the rust is severe than you should consider a new chain. But no, this product us not designed to remove rust
