Could this ladder be used to cross over a 5' high fence? Up and over?

I don't believe it will. Not with both feet touching the ground. Ladder is junk read reviews.

can I use this laddr on stairs to hand pictures?

As an "A"standing shape（stand alone）, this ladder reaches less than 100inch (2.5m).But if you put this ladder against the wall, somehow you can reach 158inch（4m）, so i think its good enough for hand a pic

where can I find instructions for this ladder?

The best suggestion I can give is to experiment with it on the lawn or in the garage until he becomes familiar with all of it's moves While doing this visualize where he would use it. Tell him to keep his fingers out of the way. I never saw any instructions but have used a ladder like it for years effectively and comfortably. I am 91 years old.
