Can I refill argon locally?

It is a standard tank, I’m sure there is no issue refilling it locally.

what are external dimensions of the tank?

It's hip hight and 5 to 6 inch across the base great tank for portable but with steady welding won't last long at all great buy though I love mine

Is there writing on the ring? I was told by a local shop they would refill cylinders only if they do not have anything written on cylinder ring.

What they're talking about is the ownership stamp. If the tank is rented, then it can only be refilled by the company whose name is printed on the ring. If the ring is blank or says "customer owned" then anyone can refill or swap it.

Is this tank DOT certified?

Yes it it is dot certified. It is stamped on the tank with a date. The one I bought last year is stamped DOT 3AA 2015.
