works but not with included hardware
works great, fits my bike rack like a glove, however i had to go to hardware store and get some bigger bolts to use with wingnuts i had on hand. all in all, great item, just remember you may need to purchase your own hardware.

Finally I can fit my rear light to the back of the rack securely without rubber bands
I like it a lot. I commute with a rack and a pannier and it was great to get a back light (bought a Cateye TL-LD1100 Bike Bicycle Led Rear Light) fitted to the rear of my bike rig.I like the Cateye TL-LD1100 Bike Bicycle Led Rear Light Taillight as I have another from years ago still working fine and the batteries last forever. It comes with a little screw to stop someone lifting the light off without the use of a screwdriver - minor deterrent but effective.I looked around for a solution and this was my only real find. Very happy.

Does the job with multiple fitting options
Expensive for what it is but it does the job well enough. It fits 50mm and 80mm horizontal hole spacing which is standard for pannier racks. It can also be mounted using vertical holes too. You need to snap off the ovals to use as plastic ‘nuts’ for the screws to screw into when fitting it. You can see in my photos the screws still project a bit out the back a so I will trim them to avoid them potentially catching on anything. The locking screw is handy and enough to stop the light being removed when you aren’t looking but can quickly be removed so its fully thief proof. Overall it works well and lets me use my cateye lights on my pannier ok.

Designed to fit a rear rack with a wide, multi-hole light mounting plate
This is designed to fit onto rear cycle racks with a wide, multi-hole mounting plate. I'm using it with the Cateye TL-LD610 mounted horizontally, holds it firmly in place. Might be fiddly to get another design of light off with cold hands or wearing gloves, as the release catch might be covered? It looks like it might fit onto a two-hole reflector bracket, but I'm not sure that it would be very secure.

Matches my rear rack
CatEye Rear Multi-Mount Bracket 544-5620 Cycling Lights and Reflectors - BlackSold by: Amazon EU S.a.r.L.£4.99Seems ok ,haven't fitted it yet but it does match the holes and shape of my rack.So should be ok ,also the mount for the light matches a couple of random back lights i tried.Wouldn't pay more than 4,99 for this as it's just a bit of plastic and a couple of small screws.Does the job though.

Expensive for what it does
I already had a Cateye rear light for my bike. Unfortunately the light was only really suitable for mounting on the seatpost or seat stay of the frame. I have a rear carrier/rack on my bike which makes both these options a bit awkward - hence the need for this bracket. It fits easily to the luggage rack and provides a secure mounting point for the rear light. My only criticism really is the price. It's a bit steep for a simple plastic bracket.
