Being an amateur, and not a contractor, could someone please tell why this one is better then some of the ones half the price?

It had better reviews (not only on Amazon) and I've bought cheap stuff before and that's pretty much what you get....cheap stuff. We used this to hang 10 foot sheets on a 10 foot ceiling and it worked very well. The only downside was the cable would slip over a weld on the wheel spindle when raising. It scared me the first couple times until I figured out what was happening but it did not fail. Overall I was happy with the choice.

Can this lift be used to hang vertically or are there extensions for the two arms?

No, only horizontally. May be hung vertically on a vault, but 2-12 pitch is as far as the lift will tilt.

Does the cradle lock in the horizontal position?

It doesn’t really lock in either position. Gravity holds it in place for both.
