Would I use Galkyd for water-based oil paints?

Water mixable oil paint is not "water based". These are oil paints, ie, oil based paint that are formulated to be mixable with water but they are not water based. In my experience water mixable oil based paints can used with any type of oil medium.

Will this work with acrylic paint as well?

No, it wouldn’t mix. There are plenty of acrylic mediums out there or try flow release.
