is this filter similar to the napa 4006 filter?

I suggest you contact NAPA for this question. Because I am not familiar with the napa 4006 filter. I have been using the 3123 for over 15 years. It is an outstanding filter.

Yes, it is a fuel filter/water separator. It works well. I believe it is 12 micron. I use it as a prefuel filter before getting to the oem filters. I've been using these filters for a while on customers vehicles. Since doing so I never get any water out of the oem separator. Sometimes the drain cock on the filter gets plugged with debris and will not drain. I just shoot a little air up the drain, but stand back because it will shoot out once you move the air out of the way.

This is an excellent filter !

I have tried several different fuel / water filters , this filter has a petcock on the bottom. The petcock allows me to check for water or dirt in the fuel system without removing the filter. Dirt and water pools at the bottom of the canister , I can bleed it off into a clear bottle for evaluation. I use these on my boat because after 5 months of winter layup moisture enters the gas tank and contaminates the fuel. These filters are worth the extra expense they can save you from buying a replacement filter just by draining off the contaminates should the engine begin to stall in the spring. I have been using 3123 NAPA GOLD filters for 22 years now. You can get several years out of one of these filters.
