Is the unit adjustable to make mini sushi rolls using less rice and 1/2 sheet of nori?

No it is not adjustable but I do not see why you could not use 1/2 sheets, half rice, etc.. This mainly rolls them tightly so half sheet or full sheet should not matter. I never tried it but I hope this helps.

Can you use it with cauliflower rice?

a water moistened surface will prevent sushi rice from sticking, including your hands if you prefer to make rolls without a machine or are making regular sushi(fish over mound of rice) Just don't over wet any area.
