This is a size 16?

When I received this order, I couldn't believe that this was a size 16! It was really cute, but very small. Then when my daughter saw she loved it and wanted to wear it so bad, so I thought I would let her wear it. Then I washed it. It shrunk and I would say it was now a size 10.
