Can anyone explain what jaheira’s 3rd mighty power does?

When you play the card "Commune with Nature," you may play a Shapeshift card for free. The wording should probably have stated "Play a Shapeshift card for free" to be more clear. You can usually only play one card per round unless an ability on that card allows you to play another card. Usually, this is general and you may play any card. However, this limits the free card to a Shapeshift card that you have in your hand. Remember, if the "Commune with Nature" is the last card in your hand, you will draw three cards. If one of those cards is a Shapeshift card, you may play it.

Is this compatible with the Monster Madness set as well? Just mash them together for a huge game?

Are the two characters and their card sets harder to understand than the base set cards?

There is a very slight increase in difficulty, but not anything that makes either if the new characters inaccessible to players familiar with the base set. Just know the basic rules and do what the cards tell you. Expanded rules for the special powers of the new characters are included with the expansion.
