Is it sturdy for multiple heavy winter jackets?

I use it for shirts and pants but I think it should be okay for jackets as long as they are on both sides of rack. It doesn't take up a lot of space so that's nice.

Can the top racks handle a heavy Carhartt coat?

I have a pretty heavy universal trend coat and it holds fine without leaning or tipping over. . The rack is pretty solid.

Does the upper part of this coat rack spin or is it fixed?

Top is fixed. Easy to put together, lots of places to hang things. I love it!!
