What is the difference betwee the Fluid Master Flush and Sparkle 8100 and 8300P8 models?

8300 is bleach only. The description for 8100 blue cartridge says that in addition to the bleach, it is a Surfactant-based cleaning agent which reduces spread of viruses and bacteria. The 8200 green cartridge is for septic tanks where bleach shouldn't be used.

Is the cartridge supposed to sit above or below the water line of the tank, or doees it matter?

Thank you for your question concerning 8300P8 Flush “n” Sparkle Bleach Kit. The housing unit that the cartridge is inserted into is a sealed container and can get wet. The housing unit in most cases is located above the water line however it can be partially submerged. Is this product safe for septic systems? I mean, will it kill all the good bacteria in the septic tank?

It's fine. We use bleach in way higher quantity in the washing machine with no issues. Your septic tank is a few hundred gallons of poo. That little amount will do nothing.

Is the cartride supposed to sit above or below the water line of the tank, or does it even matter?

It does not matter. The cartridge gets water directly from the toilet float valve. There are two tubes to the cartridge system, input and output, water is pushed into the cartridge system circles around the cleaning tablet and out through the output line into the flapper and to the toilet bowl.
