Why does the description say 39 coins which is what the set is, but there are only 38 coins in the picture?

There should STILL be 39 coins in the picture of the box. Reagan is the last president included in the set and he was the 40th president. 40 minus Carter (39th president and still alive) = 39 coins. The problem I believe from a close examination of the coins IN THE CASE/BOX is that Lyndon Johnson appears to be missing. 40 presidents thru Reagan minus Carter (still alive) and minus Lyndon Johnson (missing) = 38 coins actually in the box per the picture when there should be 39.
