I have some solver plated trays with scratches...will this fix the scratches?

The product did not work for me. I tried to replay an old ring. It did absolutely nothing. Tried several times

Will this work on worn out silver-plated flutes?

I'm sure it will buy it does fade off fairly quickly, for me the face I put it on the sides of the face of my watch that was tarnishing and it would fade off in about 4 days.

Will this plate normal steel (not stainless)?

I have not tried it on regular steel. I used it on. Silver necklace with mediocre results.

Can it be used on table wear and is it food safe?

To the best of my knowledge, it is depositing pure silver onto the base metal so once the article is plated and has been thoroughly washed it should be as safe as the rest of the item.
