Does the bag stay up? Is there any supports to keep the top up?

I just got it an there are toooooo many supports so it can't go under the seat

These run small. The largest size is sufficient for short trips for a large cat. Small will be very small.

What is the actual weight limit?

The ad said weight limit is 17 lbs. My cat is 16.5 lbs and he just fits in it. JetBlue airlines has limits on the overall size of the carrier as it must meet their size standards and fit under the seat in front of you. This one fits the bill.
