Can i plug the asus rog thor addressable cable and the asus helios addressable cable into this then plug it into the motherboard rgb header.

As long as they are 3 pin 5v not 4 pin 12v I don't see why you couldn't do that. I have my case and water pump lighting on this splitter and they both work great.

How does this work? If you load 10v on a 5v header it will burn out

It would you are correct. These however are splitting from the 5v supply to the fans, so I would assume 5v is split into 2 x 2.5v. Most headers can run 3 Led fans no problem. Not an electronics engineer but I assume that's how it works, it's not feeding power to the header but rather from it to the fans.
