Will this work with just track power?

Yes. I have it set up with just track power, and it works as advertised.

Can I buy just the track with the magnet?

I assume you are talking about just 4.5" piece with the uncoupling pad. The other plain 4.5" piece of track is part of the package. Reason being when you put both 4.5" pieces together it equals 9" which is a standard length of a straight piece of Lionel FastTrack

does this work for older train sets from 1953?

NO but, Lionel does make adapter track that works with tinplate O track to Fastrack

What exactly does this do? Does it uncouple your rail cars at that location by the push of a button?

Track as an electromagnet in it and will uncouple car when placed over the track and the button is pushed. You will have to hook it up to the transformer in a fixed voltage place. Hope this helps
