Any reason why this shouldn't be used on the back of a PFD for night paddling?

This light has a claimed Waterproof IP67 rating which means the unit can be dropped into a body of water up to a meter deep for half an hour, and it is resistant to dust

do you need the black rubber thing to charge it? Not sure what that's supposed to be.

Lol no! The black rubber thing is a rubber tie. That way to safely connect the device. It's a standard USB c to charge the internal battery

Does this use the Usb Type-C cable to charge?

It has a micro-USB port on it and uses a regular USB-A to micro-USB cable to charge.

I like camping and fishing, will this be useful for my security?

I’m using it on my dog to keep track of him at night when I let him out, works great for that. Very bright and has a number of selections to choose from. Glad I bought it!
