Hello. I have used Bonne Bell Lip Smacker brand lip gloss for 20+ years and would have to go with yes it is non-toxic. This specific "party pack" I have never used, but I have typically found the Bonne Bell Lip Smacker to be high quality.

In what country is the entire product made?

I'm afraid I don't know I ordered them to be delivered elsewhere. I know my great niece loved them.

if i buy it now and put away until March - will it still be good?

I would think so. I buy when prices are good and use one tube at a time. If you are concerned you may want to refrigerate. but I just keep them in a drawer in the bathroom.

Does this go on clear or have a little tint of color?

It is not clear. They have glitter that comes off, as well as a VERY slight tint to some colors (specifically Snow White - dark pink and Jasmine - blue)
