yes to your question and can be cut to smaller size. My daughter and family in Military in Embassy at OMAN, Middle East and wonderful for shipping candy in the frozen blankets

Can you cut it up to use the cells individually and/or for a customized size?

Yes. I cut a few, freeze them, then I use them in my iced coffee. Since they don't melt, my coffee won't get diluted, as they would with ice. When I finished with them, I wash them and put them back in the freezer. I always freeze extra, as well.

Is this product NSF labeled?

There is no "NSF" marking on the product. The item picture (can be enlarged and all markings read) represents the product I received in every detail.

Are there 24 cells per sheet? 72 cells in a 3-sheet pack?

There are 48 cells per sheet (4×12) - looks like the product photo may show a sheet folded in half. There are 3 sheets total (144 cells).
