Suitable for roof felt ? Thanks

As a roofing specialist ,no! It's at best good for a very short term patch if desperate.

I want to cut a tarpaulin to shape and form a fold over hem. Will this tape stick and hold the hem in place?

As long as the Tarpaulin is clean dry and free from dust - cant see a reason why this would not work - a great idea Also T-REX is great for all weathers and temperatures Hope this helps and this works for you

Am I doing something wrong my sellotape has more stick than this

Sorry ,I don't know what could be wrong with your tape .when I used mine it was so strong I had to get my grown up son to get a piece of the roll for me , and it is still holding a long time later .

Could this be used on clothing

For the right sort of material, i.e. low lint, I would think so. Seems to stick to pretty much anything.
