What is the difference between this 3557 and 3551?

H 3557 does not have any offset arms and H 3551 only has an offset arm.

What is the difference between this and model 171398? They both appear identical but the other is almost twice the weight.

The H-3557 body is made out of aluminum and functions good. I don’t know about the other model. The weight shouldn’t really matter but may last longer

I need this handle on the right side. Won't work turning upside down, how to reverse this handle/operation?

The operator is non-handed and can be turned upside down and mounted the same as if it had not been turned over. Not sure why it will not work for your instance turning it upside down.
