Are these chips or fried in anyway? Or do they need to be cooked first?

This dry lotus root pre-cut chips needs to be soak in water first until it becomes soft. Next, you can use it to make in soup or stir fry . Hope this help!!

What is written on the product is the date of manufacture. The expiration date is 3 years from the date of manufacture.

Are all the ingredients listed on the package? Is it just the root?

Most of the writing on the package is in Korean, which I do not understand, but there is a label that says 600g Lotus root, with no additional ingredients listed. I believe that the contents are pure lotus root.

The lotus root doesn't appear to have been peeled. Is the shin edible?

Yes. The skin is edible as one is supposed to cooked them thoroughly.

Works in soup

I'm ordering this again. Mine did not have mold. It might be that I live in Arizona. If this new bag has mold, I will send it back. But I've had mine for quite a few months, opening and closing the bag, and it was properly dried. I did find that if I rinse it before adding to the soup it's a better flavor.

Covered in mold

Was very excited about this product, should’ve listened to the reviews. Came literally covered in mold, blue mold. Black mold. Product is obviously visually bad.
