What is the weight limit of the curtains?

That is hard to answer specifically. A lot depends on displacement of the weight via the quantity of roller hangers, the spacing of the ceiling clips and the material the clips are mounted to. Also consider the method of attachment. Screws into solid wood will hold better than plastic expansion wall anchors. Regardless, even with close spacing & solid mounting its still a plastic rail with plastic rollers so if it's really heavy material like fire resistant theater curtains then go with heavy duty metal track.

Yes, it can be cut down to the size by a fine tooth hacksaw.

Where can I get longer hooks for a shower curtain because my curtains would be too short? Should I use small chains

You can purchase shower curtains up to 96” in length. Check out Bed Bath and Beyond.

I was looking at the 12ft long KXLife flexible curtain track is it actually 12ft long on not?

Yes, the 12 ft specification means that the actual use size is 12 ft.
