No laminate pouches...inkjet printing on paper which somehow absorbs the ink and becomes permanent and water resistant.

Are these sheets perforated for individual id's or not?

No, they are full blank sheets of paper.

Can I use a hole punch on this paper?

yes but punch needs to be extra sharp...otherwise the edges curl or don’t cut through

how do you laminate to make it solid and borderless?

Not that these sheets are entirely blank (no perforations on them at all). You can find our laminates for these sheets here: https://smile.amazon.com/Mil-Gloss-Full-Sheet-Laminates/dp/B006OW37B2 You need a large format laminator that uses heat to use these.
