Does this filter system negate the need for a cooling tower setup?

No it only takes the leftover moisture out of the compressed as so you don’t wreck air tools.

How does the auto drain function?

Its an internal float drain where the ball inside will float once enough moisture collects at the bottom of the bowl, releasing that moisture automatically through the port at the bottom. Once the moisture has been released, the float will drop back down the bottom of the float drain to make a proper seal. UPE_Group

what is the max cfm flow rate?

Not sure but mine is hooked to a compressor that is 17.5 CFM @ 175 PSI.
