Will this fit on a 4" grinder?

I would not recommend putting this buff on a 4" grinder.

Can i use w/ a standard 4.5in grinder? I would use extension & safety flange

You can, however the larger buffing wheels work the grinder really hard. You are more likely to burn up your grinder if you are doing heavy cutting.

Can you mount these on a bench grinder and operate safely?

Maybe, the wheels have different recommendations for rpm’s, I don’t think most bench grinders have variable speeds
