Would this work for a lead acid battery?

This controller would not work well for lead acid batteries. (wrong voltage/current curves). Something like the Ardest module (also available on Amazon) is designed for both applications. Depending on the size of the battery, the current ratings on the solar panels used might be considerably higher than the small lithium batteries used in solar devices,

Doesn’t charge? the battery, 3.7v 1000mah, isn’t being recharged, comes on and off via solar cell, 5v 30ma. once drained, does not rechange. no switch

For a 1000mah/3.7 volt battery, solar panel will have to be putting out at least 7-10 volts at at least 300ma

So this apparently has reverse current protection but does it include overcurrent protection?

no, that is why you have to use a protected battery.

Given a constant voltage input- say 5v solar cell in - is the output voltage and current constant or does it vary with battery state of charge?

Output is constant regardless of battery charge as long as the sun is a consistent brightness.
