What is the current draw if nothing is connected on the usb end?

Never checked, but very minimal if any draw. I have 2 wired into my tractor, my tractor sits for months on end and the battery is never dead.

What is the tab height and slot width for the screw mount points??

The slot width is about 2mm larger than the usb-c plug and the tab height is about half the usb-c plug width. Note that a standard usb-c plug width is about 8mm.

Can I hook this up to my 12V battery on my motorcycle to charge my phone?

You could, but there's also flexibility installing a 12v cigarette lighter socket (several kits available) so you could get more usage out of it. Going that route, there are cigarette lighter/usb plugs that are easily replaced if it goes bad. If this adapter goes bad you'd have a bit of uninstallation/replacement work to do.
