What is the size of the ring on the top?

It’s big enough to go around a large man leg but seals very well , the hole is probably 3” but expands a lot.

Will this fit over a short medical boot

You should definitely get the EXTRA WIDE EXTRA LARGE size for it to go over a cast or boot!!!!
