When Will I be billed for this item, before shipping or once shipped

I was billed once shipped which was a few days after ordering

Why did the grill arrive with no carts? I am stuck with a non functioning grill that cost me close to 2k dollars.

Does Delivery come with assembly or is Amazon just dropping off the boxes?

There may be different purchasing options. For me, the Kamado was not delivered by Amazon but by some other company. They did not assemble, but they did bring the box into my backyard and put it where I wanted. Assembly is not complicated but you will need a helper due to the weight, it's like 150lbs.
