May case fans are powered by 3 pin plugs. Can I connect these to this controller will they be controlled the same as a 4 pin fan?

3 pin fans are not PWM which means you can not control the speed on them. But 4 pin fans have a dedicated pin (4th pin) which is a PWM pin and that controls the speed. So you can still use 3 pin fans on this controller but the speed can not be changed and that is your fan's limitation not the controller/Splitter. Hope this has helped

Hi! to run 21 ll120s you’d technically need 3 of these hubs. but i recommended 2 and just run the 21st fan off of motherboard header :)

In order to control all fans, do i need pwm pst or will just pwm suffice?

This will only control all fans at the one pwm speed. There is no individual fan control.

There's not much in the range of DC controllers. You'd probably have to go for one of the 5.25" control units. If you search for "DC fan controller" you'll see them
