Yes. Unless a device has a big switch that goes click you should assume it draws some electricity all the time.

What is the ul listing for this? i need a ul 498a rating for this to meet code in our retirement community.

Yes, the back plate states "conforms to ul std 498a and 62368-1". I would have taken a picture but it's really small raised white on white lettering, had to get out the lighted magnifying lens.
