No. Even if the hub is 9V and the power connector is 5.5x2.1 (Centre +), the current rating is too low. According to their website the hub requires 30W, so at 9V you would need at least 3.5A, probably safer to go up to 5A

Would this work on an old zx spectrum computer?

I don't know what the spectrum computer requires power-wise. If you have the specs for it, then you should be able to work it out. All the specs, for this adapter are given. You'd have to ensure that the 9V 1.5A is sufficient and also that the polarity is the same as on your zx. If these criteria are met, then I don't see why it wouldn't work.
