Why is this not fast charging like advertised?

My experience has been using just one cord it can charge up to 2.1 amps. The device it is charging will be the controlling factor for how much amperage it will accept. My I phone 7 will charge from 10% to 100% in about 2 hours. My I pad is closer to 3

what is the amp output with only one device plugged in?

I am not sure what the amp output is with only 1 device plugged in, however I do know that this box for fast charging will charge a Samsung note9 to full capacity with in an hr from zero, if u put 2 ell phones of equal size something. Both charged with in the hr. I dont know if that helps, but it's what I know from experience.
