Why does Amazon compare a rotary blade sharpener with pencil sharpeners and a scissor sharpener? No similiarity at all.

I agree with you, no similarity, except that you turn it and it sharpens by grinding against the stone. It only works on the smaller blades, not the larger ones.

Can you get replacement sandpaper for this tool?

I don't know if the sandpaper can be replaced but it lasts a long time.

Will this work with all brands? I have a Fiskar cutter.

Yes, I bought a Fiskars Classic Loop cutter and this sharpener. I works great on rotary blades. Just be careful and use "normal presion" [if that exists :)] when sharpening blades - don't need to press so strong.
