Q: Is the blade adjustable on this slicer?

No. This model DOES NOT have the adjustable blade for thickness. I wish it did, but for the price it is a good tool as long as you want VERY THIN slices. I'll take a guess (without measuring) that it slices at about 3mm thickness. I think Kyocera makes another version with adjustable slice thickness (I think? I'm not going to bother to research right now), but I still like this one based on the reasonable price and the quality of the device. For $20 hard to go wrong. A good kitchen tool for when you want to produce a lot of thin slices of some food item very rapidly.

Q: how can you make the slices thicker

You can't. This model has a fixed thickness. Kyocera has a similar/upgrade model which is adjustable, but I don't have that one so I can't comment on it. THIS model, I feel, is a very nice piece of kitchen equipment if you semi-regularly wish to slice food items very thin. I use it for certain vegetables when I want something thin that will melt-in-the-mouth, or saute pan.IMO, if you slice a lot of foods and need different thicknesses, personally, I'd use my knifes. Or, buy a small slicing machine if I was doing A LOT of it. But your mileage may vary

Q: The packaging says you just turn the dial to adjust for 4 thicknesses and yet there is no dial. Where is the dial?

This may adjust, it is not a square dial, but you may have a square peg just on the bottom that goes from left to right. I had to look just now, but it is numbered in the middle 1-4. Spin the bracing peg to adjust the depth of your cut! Just a warning, it does have a fair bit of resistance when spinning.
