Does the pro X 3 scroll feels weird when scrolling? Does it tighten and get loose as your scrolling?

Honestly, it's a little odd. It feels like a ratchets gears. It's a little tight and take time getting use to. It stays at a certain amount of tightness and feel a little bendy as well. Overall it ain't had but yes, it's weird for an expensive mouse but the design and modularness makes it worth it.

does it have a wheel lock button?

You can remove the wheel but other than that, not that I am aware of.
