Does this device flex forward or just up and down?

This product is useless. The weight of the head is too heavy for the flex arm, so will not hold any position.

Will this work on a tablet?

Don’t waist your money. But yes it will. Not the best build quality

Would this work with an iMac?

Nope. Doesn’t work on an iMac. It just slides right off because the clips aren’t wide enough. Not to mention the product was damaged when I received it.

what is the piece with the tape on it for?

It is double sided tape to make the clip stay better on your computer screen. I chose not to use it.
