Can this be used in a pet water fountain?

Yes been using it in my daughters tree frog water feature for over a year now. Just rinse it well like you would any activated charcoal.

Can I use this to filter spirits and moonshine that I distill for fuel and certainly not for afterprom parties?

I use it in my drinking water filter, so i dont see why not.

How much volume is 6 pounds

3/4 of one 5 gal bucket, wash carbon first before use.

Will this work well on odors from small pet's cage? (Not aquariums)

It might a little bit because I have seen litter boxes with with carbon filters built in from the factory. I would look for a carbon filter aka carbon scrubber built for your application that has a electric fan. Reason is for carbon to really absorb odors that smelly air needs to be pushed through it.
