Does this fit a 17 inch laptop that is 16.5 inches wide? (like a Dell Precision 7730)

Hi, I have a 15" and it fits no problem. The bag is cavernous and should fit but I don't have access to a 17" laptop but I did look it up for you on their site: Max Laptop dimensions 16" x 11" x 1" (40.6 x 30 x 2.5 cm) Hope that helps. BTW, the bag is very tough, yet sleek and almost aerodynamic. I love it. I was so impressed with the construction, that I went out and purchased a PeakDesign camera strap along with several sets of anchors and a tech pouch.

any one use this as a "personal item" on top of a carry-on when traveling? Does it fit underneath the plane seats?

I've used it as a "personal item" for over a year now and only ever run into issues with it fitting under the seat when it's stuffed in the 35L config. But that is typically only an issue on smaller "regional jets" or when I'm in an aisle seat that has a more narrow space under the seat; This can usually be solved by taking out 1-2 things and placing it overhead with my roller (I use packing cubes).
