Are they reusable. Or should i say washable?

I reuse them but on the spot, meaning, when taking another lemon to squeeze I take it off the old one and reuse them on new lemons. But I have never tried to wash them and store them for future use, I’d say they will become dry and probably break when inserted on a lemon. So to answer your question, no.

Since these are made of cotton, is there any reason why they can't be rinsed and used again instead of throwing them away after 1 use?

There's so many in the bag, I don't see any reason to reuse or even If they would stay intact if they were reused.. Because of the multitude in one order, I'll have enough to last for years.
