Can you use these to attach wedding and engagement bands together?

Yes, depending on the thickness of your rings. I attached mine together with a small segment of the adjuster, but my bands are pretty thin. If the bands aren't too thick, you should be able to use the wider diameter adjuster to attach your rings. Keep in mind, the sizers make the rings smaller, so if your wedding and engagement bands fit well now, they may be too small to fit your finger with the sizer on.

Would these work if I only want to adjust the ring by .25?

it works any size you wish very flexible.

Will these adjust a 15.5 band?

Not being a jeweler I'm unsure what a 15.5 band is, but the largest adjuster isn't big enough for my engagement and wedding rings that are "welded" together. Hope that helps...
