Q: Is the boat supposed to move forward?

No, it just makes sounds, this is not a water toy

Q: We received this ark as a gift, but the sounds have gone haywire. How can we get a replacement?

Usually if you replace the batteries it will fix itself. If you have already done that and it is still making weird noises, I would contact first Amazon and then/or the maker.
