Is this a static pressure fan or a case/airflow fan?

This fan is primary I’ll for airflow is small form factor cases. A better option for a static pressure fan would be the Noctua NF-F12 PWM.

Would this be a good or if not, a better alternative for my 240mm radiator fans?

Unless you are trying to save space you are better off with 25mm fans, higher airflow and quieter operation. Some good Noctua fans are almost always better than what comes with an AIO. Noctua NF-A12x25 PWM are probably the best but Noctua also makes 120x25mm Chromax.
