I'm pretty sure it's plastic. They're just like toy figurines for kids. My niece loved them, especially since her favorite unit to study last year was Ancient Egypt.

Q: Can these be put in a fish tank?

I have never tried to put these toy in the water but these are made of high quality plastic so I think they are water resistant.

Q: Is the paint lead based?

No not lead based I bought for a school project and they worked perfectly
