Is it safe on concrete or brick pavers?

You can put an extra protective pad under this pool if you want to use this on concrete or hard surface. We advise you place it on a flat surface.

Is the pool sturdy enough to use as sand box?

Yes, the sides are made with thicken PP boards, very hard and don't collapse. Good quality kiddie pool as well.
