It is part of the clip that closes the bag after rolling the top. Many rucksacks have similar whistles built in to the chest strap clip.

How long is the tow rope please

It’s only about 400mm from the waist strap and this is just right. ie When you’re swimming the float sits neatly behind you so that you neither see or be hindered by it. Obviously you could put a longer “lead” on it but clearly you want the float quite close to you.

Dimensions given on the picture as 50cm by 23cm but on the product details it says 68 by 37. What are the true dimensions?

Both are true - the larger dimensions are of the flat float as you receive it and the smaller dimensions of the product inflated and ready to go. Good product.
