So, my ilok isnt working anymore since yesterday, i just purchased this new one today, can i simply just transfer my licenses to my new ilok?

If you can't get the old one to be recognized by the software you won't be able to transfer the licenses off of it directly. Contact PACE as they should be able to help you as long as you have the actual physical iLok in your possession (you will likely need to send it to them to have them transfer the licenses back into your account so you can load them onto the new one).

Can it be used with an ipad?

If it has a usb-c or TB port yes
