Is the 38" x 20" dimension the actual bed or at the top of the tapered sides? Can anybody tell me how long it is at the bottom of the bed?

Does this cart have accessories that you can buy? I would like to put racks on it if possible to hold in tall plants for gardening

The holes in it are 3/4" by 2". I added racks to mine by buying 2" x 1" boards (finished measurements 3/4" x 1 1/2") and 1 1/4" screws (so they don't go all the way through both boards) and building a rack myself. It cost maybe $15. I did it so that the kids could ride in it, but the principal is the same.

How tall are the bed sides?

Sides are about 12” from the bed. It’s a tough little wagon.
